Q-Sex News Burglar Views Porn South Daytona, FL: Surveillance cameras rigged up at a South Daytona house did not discourage a crack-smoking burglar in his underwear from crawling inside a bedroom of the residence, popping a pornographic DVD in a TV and watching the film while 11-year-old twin sisters slept nearby, police said. As he watched his movie, the man, identified as 30-year-old Kervin Juste of East Massapequa, N.Y., reached over and massaged one of the twins on the back. "I've never seen anything like this," said South Daytona police Lt. Ron Wright. About an hour after Wright released information on Juste, who was visiting friends in South Daytona, detectives arrested the suspect after he confessed to entering an Aspen Drive home. Juste told investigators he got drunk and high on crack at a party in a Red Cedar Circle home, just a few blocks away. "The girls feel better today now that they know he's been arrested," the girls' father said. His name is being withheld to protect the identity of his daughters. "I don't know how people act when they're on crack, but this is just crazy." The ordeal was peculiar at best, police said. It was about 5 a.m. Sunday and the Aspen Drive residents were asleep. While the rest of the neighborhood also slept, Juste roamed the streets in his boxer shorts, perhaps looking for a place where he could watch his movie, police said. "He had been watching the movie at the house where he was staying," Wright said. "But then he turned it off and decided to walk around. Who knows what the mind frame was?" With his crack pipe and salacious movie in hand, Juste randomly chose the house, police said. The suspect, however, had no idea his every move would be taped. Photographs taken of Juste with the surveillance equipment show the suspect walking around the exterior of the house and attempting to open the front door. At one point, Juste even stares into the camera. The father said he installed the cameras after he and some of his neighbors suffered a spate of mailbox vandalism. According to the police report, Juste removed the screen in the girls' bedroom window and climbed in. When he noticed the children, he locked the bedroom door. He slid the disc into the girls' DVD player and began watching the movie. Minutes into the film, Juste pulled out his crack pipe and set it on the sisters' dresser. He then reached over and began massaging one of the twins on the back. When the child realized what was happening, she screamed, "Daddy!" Seconds later her sibling woke up and started yelling as well. The girls bolted for the door, but struggled with the knob for a few seconds because it was locked. Juste, meanwhile, scrambled for the window and disappeared, police said. But, the suspect had a change of heart, Wright said. "He came to the station and confessed," Wright said. Charged with burglary to an occupied dwelling, battery and false imprisonment, Juste was taken to the Volusia County Branch Jail and being held on $6,500 bail. Q-News Bust New York State Capital Prostitution Case Albany, NY: Six Capital Region women who allegedly used an Internet site and a local alternative weekly newspaper to solicit for prostitution were arrested this week by the Albany County Sheriff's Department. One of the women, Mia A. Mauro, 38, of Albany, is a senior case worker for Albany County's Department for Children, Youth and Families. The department's commissioner received a tip that an employee was allegedly offering sexual services for sale on the Web site, said county spokeswoman Kerri Battle. The commissioner immediately turned the information over to police. Police said they set up a meeting with Mauro at a local motel and arrested her after she agreed to have sex with undercover officers for payment. After Mauro's arrest, the officers also arrested five other women on misdemeanor charges of prostitution, said Sheriff James Campbell. All were charging between $150 and $400, he said. "It supports the theory that this profession has no boundaries," said Campbell. "They come from all walks of life." Battle said Mauro has been on leave from her county job since August for undisclosed personal reasons. Typically the county would put an employee who has been charged with a crime on some type of administrative leave while officials conduct their own investigation, Battle said. Mauro's current leave status makes that process a bit murky, Battle said, but the spokeswoman confirmed that an internal investigation will commence. Q-News Bust Massage Parlor Shut Down Arlington, VA: Investigators arrested two women who were reportedly operating an illegal massage parlor and charging for sex from an Old Colony Lane apartment. Police arrested Hui Chen, 38, 10 Old Colony Lane, #3, and Zhang Gai Qing, 50, 6937 MLK Jr. Way, Seattle, Wash., and charged them with prostitution. Arlington police and the Suburban Middlesex County Drug Task Force had been investigating the illegal business for months after receiving tips about women committing sex acts for money. Investigators found six ads on the Web site Craig's List for "Lovely Asian-best massage" reportedly advertising the Old Colony Lane business. An undercover officer contacted the phone number and set up an appointment for a $70 massage. Police set up a surveillance and one of the investigators entered the apartment. He was led to a rear bedroom furnished with only a massage table and lamps. Chen reportedly took $70 for the massage and offered to perform a sex act on the undercover officer for $40, according to police. At that point, the undercover officer signaled for the other officers to respond to the apartment. Police knocked on the door and were let into the apartment by Chen, who acknowledged that she does not have a massage license from the town. Police also found Zhang and an undressed man in another bedroom. The man told police that he was just there for a massage, and that he declined sex from Zhang. Police arrested the two women and seized a number of items, including a laptop computer, four cellular phone, more than $600 and banking slips. Police Chief Fred Ryan is pleased that investigators were able to arrest the two women, adding prostitution investigations can be "time consuming" and "costly," but the department will continue to make the matter a priority. "It's a concerning trend. The ability for them to market their services over the Internet and draw in clients from outside Arlington is a public safety concern," said Ryan. "With prostitution also comes drug and other type of illegal activities." Public safety? Oh yeah without prostitution.... there would be no drug use or other illegal activities! Q-Sex News Girl Had Sex With Goblins Zimbabwe, AFRICA: A man charged with having sex with an under-age girl stunned a court by claiming she had in fact slept with goblins. John Munkombwe, 29, is accused of having sex with the 16-year-old girl and impregnating her. The age of consent in Zimbabwe is 18 years. Appearing before Binga magistrate Stephen Ndlovu last week, Munkombwe denied statutory rape and suggested her pregnancy was probably the act of goblins. Prosecutor, Bruce Maphosa, told the court that Munkombwe met the teenager sometime in August last year and they got into a relationship. The girl, who cannot be named, appeared in the courtroom and gave her account. She said she had sex with Munkombwe on three occasions before she fell pregnant. But when he took the witness stand, Munkombwe denied having a relationship or sleeping with the girl. He told the court: "I have been tried before in the chief's court but I have maintained my innocence, and I still deny the charges. I have heard it said that she was impregnated by goblins, I certainly don't know her." Prosecutor Maphosa accused Munkombwe of "telling fibs under oath." Zimbabwe is a country steeped in beliefs in the super natural. The country just recently changed colonial legislation to recognize the existence of witchcraft. The case continues this week. Goblins! Q-Sex News Cop Busted For Prostitute Strip Search Manchester, NJ: A police officer who claimed he was conducting his own prostitution sting and strip search ended up being the one arrested. Authorities arrested James Michael Jackson, a police officer with the state Department of Human Services, and charged him with sexual assault and sexual misconduct for the so-called sting. According to authorities, Jackson, 34, of Toms River, arranged through a service for a woman to meet him at a local hotel in Manchester. When she arrived, Jackson, carrying a badge and gun, told her she was under arrest. He made her take off her clothes and consent to a body cavity search before letting her go, said Ocean County Assistant Prosecutor Martin Anton. The prosecutor said Jackson overstepped his bounds as a law enforcement official when he placed the female prostitute under arrest and performed a strip search. As a police officer, Jackson had authority to make arrests, but not through an undercover operation of his own, Anton said. "And a male to strip-search a female is just not done," he added. The woman reported the incident to authorities the next day, after she talked to law enforcement officers she knew who said Jackson's behavior was illegal. Jackson had been a police officer with Human Services for about six years. The department has about 75 officers working in various institutions and psychiatric hospitals or, in Jackson's case, with children's services case officers. Jackson was assigned to the Division of Youth and Family Services' Monmouth South office in Asbury Park. Ed Rogan, a spokesman for the state Department of Human Services, expected that Jackson would be suspended, with proceedings leading to his termination starting soon after. Q-Sex News Alert Craigslist Beware United States: Wrapping up a two-week sting, Seattle police vice detectives said they've arrested nearly 100 men seeking to pay for sex, along with more than a dozen prostitutes. Nearly all of the men had responded to phony ads posted on Craigslist, the popular classifieds Web site. "Let me tell you what, it was eye-opening," Lt. Eric Sano said. Locally, more law enforcement agencies are cracking down on prostitution advertised online. Earlier this year, police in Everett and Portland arrested several women advertising sex on Craigslist. The local effort began earlier this year, when the Seattle vice squad rented a room at a downtown hotel and, acting as customers, sought the services of prostitutes advertising in weekly papers and Craigslist. They ended up arresting eight women in an October sting. Police are expanded the undercover operation, focusing this time on men paying for sex. Officers rented a downtown condo, used photos of female undercover officers, and advertised on Craigslist and in The Stranger and Seattle Weekly. "We ran our own escort service out of there," Sano said. The ad included a photo of an undercover officer, fully clothed, advertising "full-service" massages for $150 an hour. "We had two guys come up and actually want massages," Sano said. "We had to send them on their way." Detectives had to quickly learn the code words used by many of the men in order not to tip them off. For their education, the officers turned to the Internet: A growing number of Web sites are aimed at men who use prostitutes. The men use the Web sites to exchange information about the women and rate them. Sometimes they tip each other off to fakes that are police operations. That happened initially with the Seattle police investigation, but vice detectives simply re-worked the ad, using different photos, and went back to work. Undercover officers greeted the potential customers alone, but under the watch of hidden cameras. Once a deal exchanging money for sex was made, officers would spring out of a bedroom and make the arrest. As of Wednesday night, police had arrested 94 men and 14 women and seized $14,500 in cash. One of the women arrested in the operation was a juvenile who police said was being forced into prostitution. Said Sano: "We're going to pursue that." Vice detectives vowed to conduct similar stings in the future. "We're going to do this again and again and again," Sano said, "so these guys will never know when we're going to do it." Many of the women serving as prostitutes are in difficult situations, Sano said, forced into the illicit trade by a pimp, a drug addiction or an abusive childhood. "They're just in a bad situation," he said. "Especially when it comes to a juvenile. It sickens me. If we can save just one young girl, it's worth it." Q-Sex News Study Finds 1 Percent Of Web Sites Are Sexually Explicit Philadelphia, PA: About 1 percent of Web sites indexed by Google and Microsoft are sexually explicit, according to a U.S. government-commissioned study. Government lawyers introduced the study in court this month as the Justice Department seeks to revive the 1998 Child Online Protection Act, which required commercial Web sites to collect a credit card number or other proof of age before allowing Internet users to view material deemed "harmful to minors." The U.S. Supreme Court blocked the law in 2004, ruling it also would cramp the free speech rights of adults to see and buy what they want on the Internet. The court said technology such as filtering software may work better than such laws. The American Civil Liberties Union, which challenged the law on behalf of a broad range of Web publishers, said the study supports its argument that filters work well. The study concludes that the strictest filter tested, AOL's Mature Teen, blocked 91 percent of the sexually explicit Web sites in indexes maintained by Google Inc. and Microsoft Corp.'s MSN. Filters with less restrictive settings blocked at least 40 percent of sexually explicit sites, according to the study of random Web sites by Philip B. Stark, a statistics professor at University of California, Berkeley. "Filters are more than 90 percent effective, according to Stark," ACLU attorney Chris Hansen said during a break in the trial. "Also, with filters, it's up to the parents how to use it, whereas COPA requires a one-solution-fits-all (approach)." COPA follows Congress' unsuccessful 1996 effort to ban online pornography. The Supreme Court in 1997 deemed key portions of that law unconstitutional because it was too vague and trampled on adults' rights. It would have criminalized putting adult-oriented material online where children can find it. The 1998 law narrowed the restrictions to commercial Web sites and defined indecency more specifically. In 2000, Congress also passed a law requiring schools and libraries to block porn using software filters if they receive certain federal funds. The high court upheld that law in 2003. Stark also examined a random sample of search-engine queries. He estimated that 1.7 percent of search results at Time Warner Inc.'s AOL, MSN and Yahoo Inc. are sexually explicit and 1.1 percent of Web sites cataloged at Google and MSN fall in that category. About 6 percent of searches yield at least one explicit Web site, he said, and the most popular queries return a sexually explicit site nearly 40 percent of the time. But filters blocked 87 percent to 98 percent of the explicit results from the most popular searches on the Web, Stark found. Stark also said that about half the sexually explicit Web sites found in the Google and MSN indexes are foreign, making them beyond the reach of U.S. law. But he agreed with government assertions that the most popular sites are domestic. The law, signed by then-President Clinton, requires Web sites to get credit card information or some other proof of age from adults who want to view material that may be considered harmful to children. It would impose a $50,000 fine and six-month prison term on commercial Web site operators that allow minors to view such content, which is to be defined by "contemporary community standards." The law has yet to be enforced. The U.S. Supreme Court upheld a preliminary injunction, ruling in June 2004 that the plaintiffs were likely to prevail. The plaintiffs, including Salon.com, say they would fear prosecution under the law for publishing material as varied as erotic literature to photos of naked inmates at Iraq's Abu Ghraib prison. The Tesco Direct site advertised the kit with the words, "Unleash the sex kitten inside," the Daily Mail reported. The kit included a chrome pole and a DVD demonstrating suggestive dance moves, the newspaper said. Dr. Adrian Rogers of the group Family Focus said the kit would "destroy children's lives." Tesco agreed to remove the product from the Toy section of the site, but said it will remain on sale as a Fitness Accessory. Q-News Bust Unlucky 19 In Fairfax County Sting Fairfax County, VA: Undercover female officers nabbed 19 would-be Johns in a late October prostitution sting, the Fairfax County Police Department announced. The operation, which involved more than a dozen officers, was focused near Alexandria outside the Fairview Motel and Brookside Motel on Richmond Highway. Officers patrolled the area on October 27, police spokeswoman Officer Keela Lowry said. "It's a controlled operation," she said. "They were in a position where they can be approached by men." Female officers only needed to be solicited by the men; an actual exchange of money was not necessary for an arrest, Lowry said. Charges were almost entirely for solicitation, but also included obstruction of justice and possession of marijuana with intent to distribute. Those arrested lived as close as Alexandria and as far away as Tomball, Texas. They were as young as 21 and as old as 53, according to the department. A prostitution sting in the same area in March netted 30 arrests, according to a police department press release. "[Police] have noticed that in this particular area, there might be a problem going on," Lowry said. "This is not something that's rampant in the county." Q-Sex News Singapore Swing SINGAPORE: Oral and anal sex in private between consenting heterosexual adults would be legalized under Singapore's first major penal code amendments in 22 years, the government said. Singapore, which in recent years has gradually eased social restrictions that have given it a straight-laced reputation, said it had conducted a comprehensive review of sexual offences in the penal code, which was enacted in 1871 and received its last significant amendments in 1984. "We sought to modernize it to be in line with social mores and emerging societal trends," the Ministry of Home Affairs said. In another major change, the ministry proposes new laws to combat child prostitution and sex tourism. Prostitution is not an offence in the city-state but the proposed amendments would make it a crime to purchase or solicit sex from anyone under the age of 18. "What this new section does is to enhance the age of protection for females to include 16 and 17-year-olds when commercial sex is involved," the ministry said. The purchase or solicitation of anyone under 18 in a foreign country would become an offence which could be prosecuted in Singapore. A gay rights group, People Like Us (PLU), welcomed the repeal of the section against "carnal intercourse against the order of nature," which currently forbids oral and anal sex. But PLU expressed disappointment there is no plan to repeal a section which criminalizes "gross indecency" between two males. While acknowledging there have been no prosecutions against consenting males in recent years, PLU said retention of the section "will signal to many that homophobia is justifiable and acceptable and has the support of the state." The Ministry of Home Affairs, in defending retention of the law against gay sex, noted that Singapore remains a largely conservative society. "Many do not tolerate homosexuality, and consider such acts abhorrent and deviant. Many religious groups also do not condone homosexual acts," it said. Q-News Bust Free Cookies Woburn, MA: Three women - two from New York and one from Indiana, were arrested as police broke up an apparent prostitution ring at an apartment building in West Woburn. Arrested and charged with prostitution and participating in an unlicensed massage parlor were: Li Ge, 42, New York, N.Y.; Shu Jin Lu, 37, Brooklyn; and Wang Guiyan, 46, Carmel, Ind. All three suspects were released on personal recognizance, pending arraignment in Woburn District Court. Police from the Southern Middlesex Regional Drug Task Force (SMRDTF) received information about the existence of an illicit massage parlor, which had been advertised in a Boston paper. The ad listed a location, telephone number and, interestingly, "free cookies." SMRDTF officers set up surveillance and watched several customers enter the apartment. Each customer was questioned upon leaving the building and confirmed he had paid a fee for services. An officer then entered the apartment posing as a customer, and the suspects were arrested shortly thereafter. Police noted the apartment was set up as a massage parlor, with little food and clothing inside. Seized at the scene was $568 in cash. Police indicated in the report that the suspects are from China and may be part of a sex slave-for-profit organization.
